19 of Medvedev's 21 victories have been earned on hard courts
A resurgent the Russian player won his maiden trophy for 882 days with a win over opponent Moutet in the tournament title decider.
The athlete, a ex- number one, has experienced a challenging period, managing just one match at the Grand Slams and experiencing a meltdown at the American major.
His inconsistency on the ATP Tour - and difficulties with his serve in specific - led to him falling of the top ten and finally splitting with long-time mentor Cervara.
Currently working with his coach and his other coach, the tennis star has consistently progressed in the past month - peaking in a hard-fought three-set triumph over opponent Corentin Moutet.
It is his initial title after the Rome competition and maiden on a hardcourt from that period of 2023.
The win also indicates he has achieved 21 victories at twenty-one different events.
"This marks the first occasion I have attended a tournament with my both daughters simultaneously, so to win a trophy is particularly special," said world number 14 the champion.
"This victory is in tribute of my younger daughter Victoria, because the initial championship I got when my first daughter my daughter was delivered was for her."
Medvedev, the 2021 US Open champion, had been defeated in his last six championship matches, featuring in the German tournament earlier this year.
His defensive strategy and regular reactions on the tennis court had prompted some to question if his skill to perform at the highest level was finished.
But the player has made changes in the last few weeks, making an effort to approach the net and compete assertively, reinforced by an improved serve.
Medvedev came back from a deficit in the first set against the difficult opponent, winning four of the last five exchanges to take the lead.
Both players traded service breaks in the second set before the challenger, striving for his initial professional championship, took control to force a final set.
Moutet defended 4 initial break points in a competitive third set before Medvedev won the break to fifteen to secure the win.
Fittingly, he earned the win with a shot at the net, with Moutet unable to manage a shot after over two and a half hours.
